Urban renewal includes TAMA (National outline Plan) 38 and Pinui Binui (evacuation-reconstruction) projects. Although this field is relatively new in Israel, it is popular with many owners who want to upgrade their apartment and enjoy a higher quality of life. These kinds of projects entail the tenants/owners finding a developer or contractor, who is responsible to evacuate the tenants, improve the property by demolishing and reconstructing it, and deliver it to the tenants on completion.
The original TAMA 38 plans, however, were designed for old buildings that do not comply with new building regulations and pose a real safety risk in the event of an earthquake. As part of these projects, the contractors reinforce the foundations, to prepare them for extreme conditions, and in the process upgrade the property by adding balconies, additional floors, parking areas and other features.
